Paul Binney: Chief Executive Officer

Paul BinneyPaul Binney has been at NorthTec for seven years.  He was Deputy Chief Executive and Chief Financial Officer before being appointed to the role of Chief Executive in September 2010.


He was previously a management consultant and the Group Manager for Corporate Services for the Hawke’s Bay Regional Council. Paul has also worked as Group Manager, Corporate Finance for the Department of Social Welfare.


Paul moved to New Zealand from the UK in 1992 after a 20-year career in the financial sector.


He is a member of the Institute of Chartered Accountants of New Zealand (CA) and the Institute of Chartered Accountants in England & Wales (ACA) and has a BSC (Econ) Hons from the University of Leicester in England. 



 

Andrew Britton: Acting Director – Corporate Services

Qualifications
BSc (Hons) in Environmental Science, University of East Anglia, UK
Diploma in Air Pollution Control, Royal Society of Health, UK
FCA- Institute of Chartered Accountants of England and Wales
CA (retired ) – Institute of Chartered Accountants of New Zealand
Institute of Directors- Member
MSRM-Member of the Society for Risk Management


Experience
As a Chartered Accountant and Auditor, Andy has considerable experience in financial matters and the understanding of good systems of internal control.

 

Andy has facilitated the development of Risk Management measures, protocols and risk matrices within PWC and for many clients across a broad range of industries in New Zealand and overseas.

 

As a partner at PWC Andy designed, developed and delivered numerous training programmes for technical, personal development and leadership development.

 

Andy was also extensively involved in developing the workplace coaching culture of PWC creating coaching courses as part of the new Development curriculum in conjunction with Dr Sven Hansen of the Resilience Institute.

 

Andy led the New Zealand firm’s team for Value Reporting , a PWC Global initiative which , through extensive research, identified the intangible assets and indicators which measure and account for actual Value in any business. A quantum leap from the Triple Bottom Line approach Value Reporting addresses the gaps between the current financial reporting model and the needs by Stakeholders for more information on the non financial drivers of value.

 


 

David Harrop: Director - Organisational Development

David HarropDavid joined NorthTec as a Senior Human Resources Adviser prior to being appointed into the Director, Organisational Development role in 2011.


He previously worked in the Financial Services sector in a number of diverse roles, including a four year period as a Management Development Tutor and Consultant, before focusing on a career in Training and Human Resources Management.


David and his family moved to New Zealand in 2008 and he is a professional member of the Human Resources Institute of New Zealand.


 



Phil Giles: Business Director – Health and Environment
Phil GilesPhil grew up in South Auckland and left school at the end of the fifth form (year 11) to take up employment with Telecom.  After 4 years working in the telecommunications industry he made a decision to return to secondary school as an adult student to gain university entrance so that he could pursue a career as a teacher.  Phil completed a year as an adult student at Aorere College in Auckland and then went on to University and Teachers college.  Following his graduation, Phil took up a position at Mt Albert Grammar School as a Physical Education and Outdoor Education teacher.  From secondary teaching he then moved into Fitness Centre Management and Outdoor Pursuits instruction.


Phil joined  NorthTec in 1990 and has worked as a  tutor, senior tutor, programme leader, programme manager and, more recently, as the Northern Regional Manager  Phil is a very experienced academic teaching manager with a particularly good understanding of the financial and business levers that drive overall performance and profitability of programmes.  His role will cover the Nursing and Health, Sport and Outdoor Education, and Primary Industries – Horticulture and Agriculture areas.

 

“I have been in a position where my career options were limited by my education and made a decision to change that.  As a result I understand what it is like to leave paid employment to enrol in tertiary study and the complications that may come with being a second chance learner.  My experience in a range of academic positions at NorthTec gives me a very good understanding of the challenges and drivers faced by deliverers of tertiary education in Northland.”



Dr Mark Ewen: Business Director – Commerce and Trades

Mark EwenDr Ewen grew up in Lyttelton (Whakaraupo) in the South Island and studied education at undergraduate level in Christchurch before completing a Masters in Environmental Education at Griffith University in Australia, with a dissertation examining Queensland’s state ecotourism policy. He then moved to the United Kingdom and completed a PhD in Sustainable Development (Tourism) at Brunel University with fieldwork in Nepal examining issues of sustainable development through tourism in the Annapurna region. He is currently completing a Masters in Teaching and Learning.

 

Prior to taking up his Special Projects Manager role with NorthTec last year, Mark worked for the University of Hertfordshire Business School in the United Kingdom from 2004 to 2009.  He progressed from being a lecturer to a role as Head of the Tourism, Hospitality and Events Management Group at the university. 

 

“There is considerable potential within the Tai Tokerau community which is currently untapped or is being lost from the area.  We are working to ensure that our programmes are relevant to our community and that they are of a quality that is similar to or better than other tertiary institutions in New Zealand and overseas.  NorthTec sees itself and its graduates as a key element in the future development and growth of our region. Khalid Bakhshov: Business Director – Creative Industries and Humanities
Khalid BakhshovKhalid has extensive experience in managing the delivery of programmes to diverse cultural and ethnic groups and enhancing participation and achievement levels for young people who have traditionally been excluded from the tertiary education sector.  From 2005 to 2009 he was Programme Manager at Tower Hamlets College in London with responsibility for the delivery of ESOL, Literacy and Numeracy programmes at three main sites and 40 outreach sites for ESOL, Literacy and Numeracy.  Khalid holds the following qualifications:
•         MSc Organisational and Occupational Psychology;
•         Diploma in Management Studies;
•         Master of Arts in TESOL;
•         Bachelor of Science (Hons.) in Psychology.
•         PGCE (Post Graduate Certificate in Education for the Post Compulsory Education Sector)

 

He is a professional member of the British Psychological Society, a fellow of the Institute of Learning and a member of the Chartered Institute of Managers.
